MAJOR AMENDMENTS – 2009-10

Disciplines for competition:

  • Cluster & National level: Athletics; Basketball; Football (Boys); Kho Kho; Table Tennis & Volleyball
  • Zone & National level: Badminton; Chess; Handball; Hockey; Judo; Skating; Swimming; Taekwondo & Tennis
  • Directly at National level: Football (Girls)

1. Feeding over age player or player from outside school agency: In case a school feeds over age player or feeds player from outside agency, and is caught, the school will immediately be disqualified. And if the same school repeats such act again, its name will be forwarded to the Board’s Affiliation Branch for necessary action under Affiliation Bye Laws.

2. Athletics: In Athletics, the first and second position winning athlete from every Cluster shall qualify to participate in the Nationals. However, in relays, only the first position winning team from every Cluster will be allowed to participate in the Nationals.

3. Basketball; Football (Boys); Kho Kho & Volleyball: From every Cluster the first and second position winning teams shall qualify to participate in the Nationals.

  • All the championships at National level will be held on league cum knock out basis.
  • At National level, if the numbers of teams reporting are 24 and above, all the teams shall be divided into 08 pools. From each pool, the team emerging on top will qualify to play at quarter final stage.
  • At National level, if the numbers of teams reporting are 23 or less, all the teams shall be divided into 06 pools. From each pool, the team emerging on top will qualify for quarter final stage matches. And, two teams out of the remaining teams will be picked by lot and will also be placed in quarter final stage matches.

  1. Badminton; Handball; Hockey & Tennis: From every Zone the first and second position winning teams shall qualify to participate in the Nationals.
  • All the championships at National level will be held on league cum knock out basis.
  • At National level, if the numbers of teams reporting are 12 and above, all the teams shall be divided into 04 pools. From each pool, the team emerging on top will qualify to play at semi final stage.
  • At National level, if the numbers of teams reporting are 11 or less, all the teams shall be divided into 03 pools. From each pool, the team emerging on top will qualify for semi final stage matches. And, one team out of the three teams that emerge on II position in each pool will be picked by lot and will also be placed in semi final stage matches.
  • At National level, if the numbers of teams reporting are 08 or less, all the teams shall be divided into 02 pools. From each pool, the team emerging on top two positions will qualify for semi final stage matches.

  1. Table Tennis: From every Cluster the first position winning team will qualify to participate in the Nationals.

In addition to the team championship, separate Individual Championship will be conducted at each Cluster level.

At Cluster & National levels, the singles championship shall be organized on knock out basis.

Only the schools that are participating in Cluster as a ‘team’ shall be eligible to sponsor one player to play singles title in each category separately for boys & girls.

The scoring system will be the same.

From each Cluster, the first & second position winning player in Individual Championship shall qualify to participate in the Nationals.

  1. Football (Girls): Football for Girls has been introduced as one of the disciplines for competition and will be held at National level. For rules pertaining to Football (Girls), refer the concerned page.

  1. Participation of Ranking Players: In Badminton; Table Tennis & Tennis, if any school has a player who ranks under 10 in India, and due to non availability of enough number of players, its school team is not able to participate at Cluster/Zone level of Championship, or its school team does not qualify to participate in Nationals, will be permitted to participate directly in the Nationals in Individual Championship.

  1. Medical Test: The organizing schools must arrange for a team of Doctors during the championship in its school premises so that in case of emergency, performing Medical Test for age verification of the athlete selected on random basis or in case of doubt, can be organized without waste of time. The medical test of girl athlete need be done strictly by a lady Doctor.

  1. Charges against Lodging/Boarding: All the participating teams must deposit Rs 125.00 per head per day against lodging/boarding charges and Rs 25.00 per head per day against bedding charges. However, the participating schools may not be compelled to hire the bedding from the organizing school. All the payment may be collected on full day basis.

  1. Payments and Receipts: The organizing and participating schools will collect/deposit payments against boarding and bedding on full day basis and no part payment will be collected or deposited and the participating schools will not insist for refund of part payment. The organizing schools must issue receipts against any payment received from the participating schools.

  1. Precaution Money: No organizing school shall collect any amount as Registration fee from any of the participating schools. However, the organizing schools may collect Precaution Money and the same is refunded before teams leave for the home town. In case some damage to the property has been done by the concerned team member or the team does not pay any dues, such amount may be deducted out of the precaution money.

  1. Submission of Accounts: The various organizing schools will be provided with 75% of the total committed grant in advance. And the balance 25% grant will be released after they submit the accounts in details in specified performa. The accounts in specified performa and duly attested by the Chartered Accountant must be submitted latest by 31 March 2010.

  1. Participation from the Gulf Schools:

The athletes/teams from the Gulf Clusters are permitted to participate directly in the CBSE National level competitions.

The schools in the Gulf that qualify to participate in the CBSE Nationals must forward the detailed entry Performa, complete in all respect, for participation to the concerned National Organizing School through the Chairman, Council of CBSE Affiliated Schools in the Gulf. It is likely that the National Organizing School may not accept entry from the individual schools in the Gulf.

The schools in the Gulf shall remit the Annual Sports Fee with the Chairman/Treasurer Council of CBSE Affiliated Schools in the Gulf and need not send to the Board.

UAE Cluster

In Athletics: The first and second position winning athlete in individual events and the first position winning relay team will be permitted to participate in the Nationals.

In Basketball; Football; Kho Kho & Volleyball: The first and second position winning teams will be permitted to participate in the Nationals.

In Table Tennis: Only the first position winning team will qualify to participate in the Nationals. However, one player of the team (to be decided by the concerned school) that secures second position in Cluster will also qualify to participate in the Individual Championship held at National level.

In Judo; Skating & Taekwondo: Only the first position winning athlete will be permitted to participate in the Nationals.

In Swimming: Only the first position winning athlete in individual events and the first position winning relay team will be permitted to participate in the Nationals.

Badminton; Chess; Handball; Hockey & Tennis: Only the first position winning team will be permitted to participate in the Nationals.

Bahrain; Kuwait; Oman; Qatar & Saudi Arabia Clusters

In Athletics & Swimming: Only the first position winning athlete in individual events and the first position winning relay team will be permitted to participate in the Nationals.

In Table Tennis: Only the first position winning team will qualify to participate in the Nationals. However, one player of the team (to be decided by the concerned school) that secures second position in Cluster will also qualify to participate in the Individual Championship held at National level.

In Judo; Skating & Taekwondo: Only the first position winning athlete will be permitted to participate in the Nationals.

In Basketball; Football; Kho Kho; Volleyball; Badminton; Chess; Handball; Hockey & Tennis: Only the first position winning team will be permitted to participate in the Nationals.

PARTICIPATION OF SCHOOLS FROM OTHER COUNTRIES OTHER THAN THE GULF

The schools situated in the countries other than the Gulf may participate directly in the CBSE Nationals.

Every school shall be entitled to enter one athlete/team in a particular discipline/event for the competition.

The schools need not remit any Annual Sports Fee to the Board.
